• Managed the entire "hiring process" for employee populations ranging from less than 50 to 60,000, for FLSA exempt and non-exempt, from labor to senior executive, both public and private sector.

• Conducted employee relocations, domestic and international.

• Planned, managed and conducted Reduction in Force (RIFs), including outplacement assistance.

• Wrote RFPs, negotiated contracts, and managed position placements through temporary service agencies including VOLT, Snelling, Talent Tree, Manpower, etc.

• Conducted diversity recruitment in compliance with AA/EEO/ADA and the OFCCP. Monitored compliance and achievement of targeted AA/EEO goals, wrote AA plans, prepared and filed EE0-1 and Vets-100, and monitored compliance to a Conciliation Agreement with the OFCCP.

• Recruited foreign nationals and directed placement via J-1, H-1 Visa, etc.

• Coordinated recruitment of new and promotable employees - experienced managing high recruitment processing of over 4,600 applicant and over 250 hirings annually.

• Managed bulk space contracts for recruitment advertising.

• Designed and placed major recruitment ads locally, nationally, internationally and through specialized industry periodicals (magazines, newspapers, and TV).
