• Managed the entire "hiring process" for employee populations ranging from less than 50 to 60,000, for FLSA exempt and non-exempt, from labor to senior executive, both public and private sector.

• Robust proficiency captializing HRIS and related applicant tracking systems (ATS), and conducting background and security checks to assess, filter, and validate candidates.

• Robust expertise designing selection assessment instruments and related tools in compliance with the Uniform Guidelines on Employee Selection (criterion-related, content, and construct validity). Most importantly, Reynolds has conducted thousands of recruitment campaigns and has never terminated anyone he's hired for cause.

• Counsels management on the folly of behavior-based selection assessment tools, and that “work” is performed within the context of an “adult-to-adult” professional relationship, not “parent-to-child” or “husband-to-wife” or “best friends” or any such affirmation.

• Robust proficiency conducting employee relocations, domestic and international.

• Planned, managed and conducted Reduction-in-Force (RIFs), including outplacement assistance.

• Wrote RFPs, negotiated contracts, and managed position placements through temporary service agencies including VOLT, Snelling, Talent Tree, Manpower, Robert Half, etc.

• Conducted diversity recruitment in compliance with AA/EEO/ADA and the OFCCP. Monitored compliance and achievement of targeted AA/EEO goals, wrote AA plans, prepared and filed EE0-1 and Vets-100, and monitored compliance to a Conciliation Agreement with the OFCCP.

• Recruited foreign nationals and directed placement via J-1, H-1 Visa, etc.

• Seasoned recruiter of retained search events, with an emphasis on hard-to-fill positions.

• Coordinated recruitment of new and promotable employees, including managing high recruitment processing of over 4,600 applicant and over 250 hirings annually.

• Managed bulk space contracts for recruitment advertising.

• Designed and placed major recruitment ads locally, nationally, internationally and through specialized / targeted industry periodicals (internet job boards, magazines, newspapers, and radio/TV).
